How Bilby works
Control manager, inspections and testing
Three responsibilities, three allowances
The budget separates the control manager (kontrollansvarig, KA), independent inspections and testing. The KA helps with the control plan and follow-up of the building process; an inspector examines work; a test measures a defined performance. A final inspection is not an airtightness test, and the KA allowance does not automatically purchase either.
Match the assignment to the contract
The control-manager allowance represents an ordinary small-house assignment. The inspection allowance covers a final inspection with additional visits in the expected/high scenarios. Testing covers airtightness plus provision for ordinary ventilation or other checks. Specialist investigations, repeated failed tests and unusual projects require a scoped price.
Energy calculations are elsewhere. Ventilation balancing or commissioning already included in the installation contract should not be counted again. A municipality’s administrative fee is different from these privately purchased services.
Reference specification
These are fixed service allowances; they do not automatically scale with floor area or count every visit. Replace them with actual proposals when available.
| Service | SEK | Basis |
|---|---|---|
| Control manager | 20,000 / 28,000 / 45,000 | Ordinary assignment |
| Independent inspections | 8,000 / 14,000 / 25,000 | Final and additional control visits |
| Airtightness and other tests | 8,000 / 14,000 / 25,000 | Test and additional testing provision |
Fixed amounts with separate ownership
The reference path selects the fixed low, expected or high amount for each applicable row. It does not multiply the number of inspections by a hidden tariff. Project-specific estimates are retained, while supplier inclusions and manual-price choices determine what is an additional budget charge. A line marked included explains scope rather than adding another payment.
Fictional ordinary-house assignment
If all three services are purchased separately, the expected sum is SEK 28,000 + 14,000 + 14,000 = SEK 56,000. The corresponding low and high sums are SEK 36,000 and SEK 95,000. If the testing scope is already included in the installation package, the remaining expected amount is SEK 42,000. These numbers illustrate the fixed references; they are not an offer from a specific KA or inspector.
What the range means
The scenarios allow for different service scopes and procurement prices, not statistical certainty. More visits or specialist testing may exceed the allowance. An unchanged allowance after altering the house drawing does not mean the actual provider’s workload is unchanged. Confirm the deliverables, travel, VAT, repeat visits and responsibility for commissioning. Missing information should prompt a scope check rather than assuming a statutory task has been completed.
