How Bilby works
Permits, maps, setting-out and location checks
Separate services with separate prices
Bilby puts building permit, preliminary decision, new-build map, setting-out and location check in the associated-cost part of your project budget. They solve different problems: permission to build, an early location decision, a drawing base, marking the approved position on site, and checking the completed position. One amount does not automatically cover all five.
Read the municipal scope first
A project-specific building-permit or map amount takes precedence over a missing-price reference. A reviewed local fee applies only to its stated municipality, building and service. If it is unavailable, Bilby uses a separate national planning allowance. That allowance is not a national average or the municipality’s quotation.
The permit allowance covers ordinary detached-house municipal processing. It excludes the map, setting-out, location check and extraordinary plan contributions. A preliminary decision does not buy the later permit. Survey allowances do not determine a disputed legal property boundary. Check whether the house supplier already provides a service before adding it separately.
What the reference uses
These quantities belong to the estimate; they do not claim that a surveyor has measured your plot. Local fixed charges can replace the hour-based fallback.
| Service | Quantity or amount | Origin |
|---|---|---|
| Preliminary decision | SEK 8,000 / 18,000 / 35,000 | Modelled fixed allowance |
| Building permit/process | SEK 25,000 / 45,000 / 80,000 | Modelled fixed allowance |
| New-build map | 6 / 8 / 10 hours | Assumed service time |
| Setting-out | 6 / 9 / 12 hours | Assumed service time |
| Location check | 3 / 4.5 / 6 hours | Assumed service time |
| Survey hourly rate | SEK 1,000 / 1,331.25 / 1,800 | Reference consumer-cost scenarios |
Hours or a scoped fixed amount
For each survey service, the reference is hours × hourly rate, with no extra fixed fee or minimum in this model. The expected hourly input was derived from the reference dataset’s recorded service rate of SEK 1,065 before 25% VAT. Its recorded source is Ängelholm’s measurement charges; this price anchor has not been newly verified as a current tariff, and the model does not reproduce the municipality’s fixed map tariff. Ängelholm’s recorded survey-price anchor Permit and preliminary-decision references are fixed scoped amounts.
Low and high change assumed time and rate together. They are budget scenarios, not confidence intervals. A supplied price or manual override should represent the same service, including applicable VAT, so it replaces an allowance rather than being added beside it.
Fictional survey example
With the default expected quantities, a map is 8 × 1,331.25 = SEK 10,650. Setting-out is 9 × 1,331.25 = SEK 11,981.25; the whole-krona display rounds to SEK 11,981. A location check is 4.5 × 1,331.25 = SEK 5,990.625, rounded to SEK 5,991. If all three genuinely apply, their expected amounts total SEK 28,621.875, displayed as SEK 28,622. A permit fee is separate. If the municipal offer includes setting-out, do not add that service again.
What to check before relying on the sum
Extra visits, complex footprints, additional hearings or a different map specification can change the real fee. Changing a facade colour does not itself change these reference hours. Missing local evidence leaves a provisional allowance, not a statement that the service is free. Confirm the tariff year, VAT treatment, case scope and any plan fee with the municipality.
Method and source basis
This article reviews Bilby’s 2026 reference-cost method, version BILBY_REFERENCE_COSTS_SE_2026_V1, researched 16 September 2026; code and presentation were reviewed 18 October 2026. The national amounts remain modelled allowances, not newly verified municipal fees. The municipality is the authority for its own fee and process. Boverket
