How Bilby works

How utilities are scored

Check which services the score covers

Listed-plot utilities scoring combines water, wastewater and electricity. Coordinate analysis currently scores electricity alone and labels that scope in its detail. Fibre is outside both methods. These are feasibility/evidence scores, not a conversion of connection prices into points.

Evidence determines points

Structured statuses distinguish an existing connection, a verified connection point, inferred proximity, a private solution and uncertainty. Finding the network operator or nearby buildings is not confirmation that a cable reaches the boundary. Conflicting structured evidence can trigger manual review even when a component has points.

Combined score, coverage and caps

At least two of the three services must have a score. Before caps, score = round(known points ÷ maximum points of known services × 100). Completeness counts known services, not point weights: one is 33%, two 67%, three 100%.

Any known service with no practical solution caps the total at 34. Significant private wastewater constraints cap at 54. At least two services requiring major extensions or special solutions cap at 49. Caps only reduce a result; they never lift a poor score. Labels are Excellent ≥90, Good ≥75, Moderate ≥55, Challenging ≥35, otherwise Difficult.

High confidence requires all three services confirmed without inference, quotation need or manual review. With at least two known, two or more uncertain components give low confidence; otherwise medium. Fewer than two gives no combined score or confidence. Manual-review status takes priority over complete/partial status.

Electricity-only coordinate method

Electricity-only scoring is round(electricity points ÷ 30 × 100). One known electricity result is 100% complete for this scope, even though water and wastewater remain unassessed. It does not apply the three-service caps. Confirmed evidence without inference or quotation need gives high confidence; inferred/manual-review evidence is low, and other known cases are medium.

Fictional scenarios for both methods

With water and wastewater connected but electricity unknown, the combined score is (35 + 35) ÷ 70 × 100 = 100, completeness 67%, confidence medium. It does not promise electricity. With water and wastewater connected and electricity explicitly unavailable, raw points are 70/100 but the no-practical-solution cap produces 34, Difficult.

For coordinate analysis, a nearby-building electricity inference gives 23/30 × 100 = 77 after rounding, 100% electricity completeness and low confidence. The combined method supplied with that electricity evidence alone has only one known service and therefore no score.

Availability, cost and completeness are different

A private-water warning can influence review without recalculating the regional well price. A tariff amount does not establish an accessible connection point. Changing a house colour or manual budget amount does not alter the utility score. Missing service evidence is omitted in the combined denominator only after the minimum two-service requirement is met. Confirm actual connection locations, capacity and private-system permission with the responsible providers.

Method and source basis

Combined and electricity-only methods and their rendering callers were reviewed 18 October 2026. Bilby defines points, normalisation and caps. The utility details identify the actual municipal/network evidence and its checked date. Electricity regulator guidance concerns connection terms and fees, not Bilby’s score.
