Build a house in Stockholm Municipality

Building and living in Stockholm

Overview

Stockholm municipality extends far beyond the inner city, with varied neighbourhoods, small-house areas and protected nature. The city's adopted 2018 strategic plan guides long-term growth; a new plan towards 2060 is still in preparation. For one plot, the detailed plan in force, permit review and practical connections determine the next steps. Find the property's plan before committing to a finished house design.Stockholm strategic plan

What can be built on the plot?

Planning & detailed development plans

Almost all of Stockholm city is covered by detailed plans. Search the city's planning service by address or property identifier to find the plan in force. Read the rules for your plot: they may control a house's location, height and use. A plan for another block or an ongoing development project does not automatically change what you can build here.Plans in force

Planning permission for a new home

Building permits

A new small home in Stockholm needs a building permit. The city's current small-home guide reflects the 2025 law change and says to propose a certified control officer with the right qualification in the application. Start with the plot's detailed plan and prepare a site plan and drawings for the actual proposal. Even after a permit is granted, wait for the start notice before building.New small home and changes

Water and wastewater

Water & wastewater

Stockholm Vatten och Avfall handles new public water and wastewater connections. For a new home, send a service notification with a site plan and installation drawing well ahead of time. The utility then confirms the connection point; pipes on your property are your responsibility. Check this before ground works and house placement so you know where the connection and meter space must go.Connect to water and wastewater

Maps and site plans

Maps & documents

Stockholm city explains how to prepare a site plan: draw the proposed home on current map material for the property. A new building or larger extension may need a new-build map. For smaller works, a simpler base-map extract may be enough. The city's guidance links to the ordering services for both. Check which map your proposal needs before submitting the application.Drawings and map material

Everyday life and nature

Living in Stockholm

Stockholm city has nature reserves in different parts of the municipality, including Judarskogen, Grimsta, Flaten and Sätraskogen. They offer different ways to reach nature from neighbourhoods, but distance and travel route depend on the address. When comparing plots, check actual routes to school, services, transport and nearby green space. A reserve elsewhere in the municipality says nothing by itself about building rights on your plot.Nature reserves in Stockholm
